This version came out on April 7, 2004; the update announcement was made the same day as a news post about forum improvements available here. This version also marks the start of the game's open beta, as indicated here.
The changelog is available in Dofus Times 3; it mentions the appearance of shop interfaces as well as the first NPCs, which allowed buying items with earned gold. Summons also made their appearance with this version. There were also new spells, display bug fixes, and a new lion skin for Kanojedo members (other skins will be used later as a nod to the Kanojedo guardians). New maps appeared; among them, thanks to the last page of Dofus Times 3, we can see a map of the Kawaii River / Madrestam Port area. XP was multiplied by 5 for this beta, and the level cap is higher than 30, as can be seen in the signature of the first post of this forum thread — this change may have happened earlier, but I have no other information.
A first screenshot of this v10b version is available here: compared to v9b, you can notice that the geolocation and friends list icons are now aligned with the spell bar, and more surprisingly, an icon is added in the white bar that will later become the location for accessing stats, inventory, the friends list, and the geolocation icon. In this second screenshot you can see the v10b combat interface — it's identifiable as this version because the geolocation and friends icons are aligned with the spell bar; you can see a "forfeit fight" button, as well as the character timeline, which has been moved to the part of the screen where the game map is displayed, as in Dofus 1.29. A third screenshot is available, showing a Sram with traps.
New maps can be seen in this screenshot as well as in this screenshot, showing the Sram temple and Amakna castle. It's likely that the new maps appeared with version v9b, but the screenshots correspond to v10b.
Going back to this screenshot, you can notice a new button in the white bar above the spells — I have no idea what this button does. After looking into it a bit, it's a button that's present when the player is not in combat; maybe it's the button that changes how the spell bar is displayed?
One last screenshot can be found here — this screenshot is very important: behind the big smiley, you can see a combat sword, showing that fights are no longer carried out on separate maps but directly on the map itself. Even though I can't confirm this screenshot dates from v10b, it predates beta v13b (you can see the characters' weapons).
This is the last version to use the blue-colored interface, one of the last remaining elements of the interface planned at the start of development. After this version, the interface will be beige-colored, and aside from a few elements, it will be the same interface as Dofus 1.29. After this version, it will also become difficult to precisely date the release of certain monsters and other content, as the artists and devs are several versions ahead of the content.
